The UHA Platform brings the governance model to conversational AI. The agent proposes an answer, grounded and cited; the confidence gate and refusal path are the check; and a human is always the fallback authority when the question exceeds the agent's mandate. Nothing consequential is asserted without a source, and nothing beyond the agent's competence is answered without a person.
